RE: Medical care for illegal immigrants.

Dear Senator Nelson,

My name is Jeannie Beaver along with Gabrielle Kulig, Stephanie Anderson and Liu Chuan. We are residents of your district and are writing to you today to address as issue that we feel is affecting healthcare in our state, illegal immigration. As registered nurses we are on the frontline of healthcare and are concerned about the financial impact illegal immigration is having on an already heavily strained system. We have researched the current policy structure regarding healthcare for illegal immigrants and feel changes need to be made. It is “estimated that taxpayers spend $4.3 billion a year providing health care to uninsured illegal immigrants.” (Edwards 2010) We have formulated suggestions for change to the present structure that would relieve a large portion of the financial burden our state is presently obligated with. We have also devised a framework that incorporates a larger role for nursing.

At present illegal immigrants can seek out care in clinics that offer basic health services and charge nominal fees regardless of immigration status. Medical and dental schools are also an avenue that they can utilize for free or low cost health care. Those here illegally who are attending college may also be eligible for healthcare that is offered through institutions of higher learning. In some cases, they may qualify for emergency Medicaid. The most uneconomical option is the use of hospital emergency rooms. Hospitals who are federally funded cannot refuse any patient because of immigration status or inability to pay for services rendered. Patients must be treated and stable prior to discharge. If a patient is an illegal immigrant and is admitted into the hospital, they are treated at the expense of the facility with little hope of financial reimbursement. The Affordable Care Act does not cover immigrants who have entered the country illegally. “Federal law already requires an individual to be a citizen or legal resident in order to enroll in a health plan through an exchange and receive premium assistance credits, which must be verified by the Department of Health and Human Services.” (Marcos 2017)

The role of the nurse in implementing this policy change is simple. Upon admission to the ED, the nurse will ask, “Do you have health insurance? If yes, present with ID. If not, ask about citizenship. If they are not a citizen ask if they are willing to start the process. If they agree to start the process, educate them on the Medicaid plan that they are eligible through. They can receive emergency medical services through Medicaid as undocumented immigrants. You will be working on a group project that has three parts. Choose a name for your group. You need to divide the work and make accommodations if someone gets sick or has family issues. Part of Interprofessional practice is being able to identify policy issues and develop strategies to facilitate needed changes and bring these issues to the public’s attention. This generally cannot be done alone. Working as a group is more effective in bringing about change.  As an advanced practice nurse you need to start incorporating activism into your practice.

Use the template and work as a group to complete the contract and submit in the unit 10 group area.


As group members Gabrielle Kulig, Stephanie Anderson, Jeannie Beaver, & Liu Cuan assigned to Group E, we agree to work together to complete the project on time. We understand the requirements of the project include a thorough discussion of the following issues:

Unit 3 Assignment: You will do your work on a template.

1. Each member of the group must identify their state legislators’ addresses and phone numbers.

2. The group will decide on a policy issues that needs to be addressed. See Unit 3 assignment instructions for suggestions. This policy issue will be used in the unit 3, 6, & 9 assignments.

Unit 6 Debate Assignment:

· The group will be divided–one side will be for the policy change the other side will be against the policy change. Include in the debate the effects the policy change will have on stakeholders.

· Each side will create a PowerPoint or Prezi presentation and use Movenote and create an 8-10 minute podcast to debate the side you have chosen. The other half of the group will debate the other side. The group will have a total of two (2) podcasts–one for the policy change the other against. The arguments must be convincing. You must include the link to the presentations and a transcript of the arguments.

Senators, as a US citizen and a Health Care Provider (nurse), I am concern with the high prices of prescription drugs in US. Corresponding to CNBC News, it is expected that medicines in the United States increase from 4 percent to 7 percent by 2021, this means that prescription drug expenditure would represent a cost of $610 billion dollars to our country. There may be different ways that you as the US law representatives could stop this increase. For example, pharmacists should be able to dispense generics drug to all patients unless their physician requires it the brand drug. Ninety two percent of Americans are in favor of letting the government negotiate lower drug prices. Personally, I agree that you all as senators should take matters in this subject and implement laws or acts that help reduce drug prices, by requiring the FDA to take less time in the drug approval process. Another way the prices can be reduced may be by comparing cost and effectiveness of drugs and research in order to set the right price. Establish a legal system that ensures the importation of medicines from brands from other developed countries which have lower costs than in the United States to increase competition and allow patients to save on their medicines.
